      SITUATION OVERVIEW
      ------------------

      Tropical Storm Debby in the eastern Gulf of Mexico, expected to become
      a Hurricane tonight. The threat for sustained tropical storm force
      winds has now moved north of our area, thus Tropical Storm warnings for
      extreme southwest Florida and adjacent waters have been cancelled.

      The following hazards remain a concern with Tropical Storm Debby even
      though the strongest winds have moved away:

      * Rainfall - Periods of moderate to heavy rain will continue into this
        evening. Additional rainfall amounts of 1-2 inches are expected with
        locally higher amounts in excess of 4 inches possible the threat for
        higher amounts has now shifted to the eastern half of south Florida
        where the flooding threat is a bit lower. Brief periods of moderate
        rain moving inland across southwest Florida could further aggravate
        ongoing flooding.

      * Coastal Flooding/Surge - Higher than usual tides due to the combination
        of surge from Debby and the upcoming new moon could lead to coastal
        flooding of 1 to 2 feet along coastal Collier and mainland Monroe
        Counties.

      * Tornado - A few tornadoes remain possible through this evening. A
        Tornado Watch is in effect for Glades, Hendry and Collier counties.

      POTENTIAL IMPACTS
      -----------------

      * SURGE:
      Potential impacts from the main surge event are now unfolding across
      coastal Southwest Florida. Remain well away from locally hazardous
      surge having possible limited impacts. If realized, these impacts
      include:

          - Sections of near-shore roads and parking lots become overspread
            with surge water. Driving conditions dangerous in places where
            surge water covers the road.

      Elsewhere across South Florida, little to no impact is anticipated.

      * TORNADOES:
      Potential impacts from tornadoes are still unfolding across southwest
      Florida, where a Tornado Watch is in effect for Collier, Glades and
      Hendry counties. Remain well braced against a dangerous tornado event
      having possible significant impacts. If realized, these impacts
      include:

          - The occurrence of scattered tornadoes can hinder the execution
            of emergency plans during tropical events.

      Additional impacts from tornadoes are still a concern across the
      eastern half of south Florida. Remain well braced against tornado event
      having further limited impact potential.

      * FLOODING RAIN:
      Potential impacts from the flooding rain are still unfolding across
      much of South Florida, but especially over portions of southwest
      Florida. Remain well guarded against dangerous flood waters having
      possible significant impacts. If realized, these impacts include:

          - Flood waters can enter some structures or weaken foundations.
            Several places may experience expanded areas of rapid
            inundation at underpasses, low-lying spots, and poor drainage
            areas. Some streets and parking lots take on moving water as
            storm drains and retention ponds overflow. Driving conditions
            become hazardous. Some road and bridge closures.

      Additional impacts from flooding rain are still a concern across the
      eastern half of south Florida. Remain well guarded against locally
      hazardous flood waters having further impacts of limited potential.

      PRECAUTIONARY/PREPAREDNESS ACTIONS
      ----------------------------------

      * EVACUATIONS:
      Follow the advice of local officials.

      * OTHER PREPAREDNESS INFORMATION:

      Be alert for flooded roads which could be compromised or littered
      with debris. Avoid travel until water levels subside and roads have
      been cleared. Do not drive through places where flood waters cover
      the road. Turn around, don't drown!
